The GST cess shortfall – does tobacco hold the key?

Tobacco is taxed at the highest slab of GST at 28 percent, being ‘sin goods’ and further attracting levies of additional duties like NCCD. The imposition of additional compensation cess on tobacco products by virtue of the Compensation to States Act, 2017, is already in effect in the GST regime.
